Energy saving product certification refers to the activities that a product conforms to the relevant standards and requirements of energy conservation according to the relevant national standards and technical requirements, and in accordance with the international regulations and procedures for product quality certification, and confirmed by China energy conservation product certification agency and issued certification certificate and energy saving mark. The certification of energy-saving products in China is supervised and guided by the State Bureau of quality and technology supervision. The specific work of certification shall be organized and implemented by the China Quality Certification Center.

The main certification technology content of energy conservation products certification in China is very high and is limited by many conditions. To carry out the energy conservation certification of a certain kind of products, the standards or technical requirements for certification must be available, and the inspection institutions with corresponding inspection ability and qualified conditions shall be selected, and the approval of the state quality and Technology Supervision Bureau shall be obtained. China energy conservation product certification center can accept the energy-saving certification only for household refrigerators, which is planned to carry out the energy conservation certification of lighting appliances, fans, water pumps and other products in late 1999.
